Key findings
The issue of underreporting remains a serious concern. The populations of Arabs, Africans or people of Afro-descendant descent, Latin Americans, and Gypsies reported the highest number of incidents. It highlighted a restricted efficacy of Spanish anti-discrimination laws, particularly when it comes to penalizing discriminatory agents and making amends for the harm caused by the absence of the Independent Authority for the Equal Treatment, which will significantly ease the implementation of the aforementioned Law and the work of the Service for Assistance and Guidance to Victims of Racial or Ethnic Discrimination in the Performance of their Mandates. Likewise, it is necessary to greater awareness of society to avoid discriminatory attitudes.

The Service received a total of 603 calls, which were answered through the telephone line toll-free 900 20 30 41. It was highlighted that not all calls to this number were as a result in dealing with cases of ethnic-racial discrimination; there were also calls received from people with other needs, many consultations having been referred to others public or private resources that could meet their needs, a total of 1,570 discriminatory incidents have been initiated, having directly attended to 1,557 people. By calendar month, the following incidents have been recorded: January (38 cases), February (57 cases), March (113 cases), April (49 cases), May (37 cases), June (154 cases), July (202 cases), August (172 cases), September (185 cases), October (173 cases), November (173 cases) and December (217 cases)
