2017 | The NPM established that the recommendation made in the previous reports to build sanitary units in the cells has been implemented by the Directorate General Execution of Punishments and the Ministry of Justice respectively. In some cases, however, the reconstructions have been conducted inappropriately. For example, the sanitary units in the prison in Sofia have no access to daylight. In some cases, the building of sanitary units is blocking the access to daylight from the windows. The detention facility in Montana is an illustration of inappropriate reconstruction: the toilet is located in immediate proximity between two beds, there are no bars separating the toilet and access to daylight is blocked by a corridor between the premises and the windows. In a relatively new detention facility in Plovdiv the partition walls need to be further built. Additional reconstruction is also required after the reconstruction of the detention facility in G. M.
