2015At the recommendation of the Public Defender of Rights, the duty of prisons to allow prisoners to take a hot shower at least twice a week has been incorporated in the Rules of Procedure (Regulation No. 345/1999). At the beginning of March 2015, this ended the cost-saving arrangement that had previously (temporarily) applied wherein prisoners were guaranteed access to a hot shower only once a week. 2017The Police should provide a toothbrush to all detained persons, irrespective of any other considerations. If in individual cases a toothbrush is not provided, this fact and the reasons and circumstances behind it must be recorded in the file. The police must supply detainees with toilet paper automatically. Report details
2022If the location of the toilet does not allow the installation of a sufficiently high screen due to ventilation or daylight ingress, it would be appropriate to add a translucent (opaque) or retractable screen to the building partition or metal door from waist level upwards. I stress that such a modification is only temporary and protects privacy only until the planned renovations. At the same time as the structural technical solution for the separation of sanitary facilities, it is also necessary to ensure its effective ventilation. Even lack of privacy when using sanitary facilities and poor ventilation can, in combination with other factors (conditions) amount to degrading treatment. Report details
