Order Regarding the approval of the rules for the installing and operating of correctional institutions (detention facilities)Each cell of the correctional institutions has a sanitary unit (toilet (that can be squatted) and wash basin). When there are no technical possibilities for installing a sanitary unit cabin in the existing cell, the place of the sanitary unit must be separated from the rest of the cell area by a partition (up to the cell ceiling). In prison, a sanitary and hygiene unit for inmates (for each squad) must be installed in the housing blocks of inmates who are assigned to the light and ordinary groups, as well as in open-type correction institutions and halfway houses.
Order On the approval of the Lithuanian hygiene normHot water must be supplied to the shower, laundry, hairdresser, and rooms for conjugal visits. Persons held in places of deprivation of liberty can take a shower at least once a week. At the place of deprivation of liberty, continuous monitoring of arthropods and rodents must be carried out.
Order Regarding the implementation of the Code on Enforcement of Punishment, the Law on Probation and the Law on the Execution of ArrestAn arrested or sentenced person arriving for the first time at the correction institution who does not have any hygiene products with him/her is immediately issued a free package of sanitary products (towel, toilet paper (2 rolls), toilet soap (90 g), toothpaste (75 ml ), toothbrush, hygiene packages (20 units, for women) and deodorant or antiperspirant (50 ml).

2016The NPM indicated that the detention facilities were unclean in Plungė police commissariat and that Palanga police commissariat did not ensure the privacy of the detainees. Recommendations are to ensure that these issues are addressed. Report details
2017The NPM noted that in the police commissariats of Tauragė and Kaunas there were issues of privacy in the toilets. In Kaunas, Tauragė, Ukmergė the equipment of sanitary facilities was not in order. The facilities of detention in many commissariats were unclean. 2018Recommendations: - To the Director of Lukiškės Remand Prison: to implement measures that ensure that hygiene rooms are adapted to the special needs of persons with disabilities (rails and handholds should be installed). To implement measures that ensure that washrooms and toilets are properly and continuously cleaned, and they are properly ventilated. To implement measures that ensure that damaged and non-functioning appliances in sanitary facilities are replaced, toilet booth locks that ensure privacy are installed. To implement measures that ensure that personal hygiene rooms are supplied with hygiene products and cleaning supplies. To implement measures that ensure that all detainees are allowed to shower at least twice a week”. - To the Director of Prison Hospital: to implement measures that ensure that cells (wards) and hygiene rooms are adapted to the special needs of persons with disabilities (entrances to cells and hygiene rooms are sufficiently wide for wheelchair entry, rails and handholds are installed in hygiene rooms)”. 2019The NPM recommend to implement measures that ensure proper conditions of living, hygiene, and material and domestic provisioning for detainees serving life imprisonment and persons serving a custodial sentence in prison, in Alytus Correction House, Marijampolė Correction House, Panevėžys Correction House, Pravieniškės Correction House – Open Colony, and Šiauliai Remand Prison. 2023> [A]ccording to the procedure established in the Siauliai prison <...>, the arrested and sentenced persons had the right to use the shower twice a week; however, <...> they were denied the opportunity to use the shower after sports additionally. <…> Siauliai prison officials, <…> without taking effective measures to coordinate the convicts' schedules of active free time and use of the shower, created a situation where the positive activity (in this case – sports) is opposed to the need to properly observe personal hygiene (in this case – to use the shower), and in this way violated <...> the right of persons held at the place of execution <...> to appropriate conditions of detention that do not degrade human dignity.
