Code of Execution of Sentences (Bausmių vykdymo kodeksas)In closed prisons, convicted persons assigned to the ordinary group have the right to walk for an hour and a half every day, while persons with disabilities with 0-40 per cent working capacity or those who have high or moderate special needs, pregnant women, and patients (based on doctors' opinion)—three hours per day. In semi-open prisons, convicts assigned to the ordinary group can walk for three hours daily. Convicted persons assigned to the light group in semi-open prisons have the right to walk for four hours daily. Convicts serving their sentences in open-type prisons have the right to walk freely in the designated area from the moment they wake up until the time they go to bed. Those assigned to disciplinary groups have less time to walk outside.
Law on Enforcement of Arrest (Lietuvos Respublikos suėmimo vykdymo įstatymas)The institution of places of deprivation of liberty must offer various meaningful activities to each arrested person so that the total time the detainee spends outside the cell is at least four hours daily. The prison institution provides the facilities required for the general education school for Arrested. It also pays for operating, repairing, and purchasing school furniture for these premises. Education funds are allocated from the Lithuanian state budget to implement the educational plan, purchase textbooks and other teaching aids, and improve the school economy.
Code on execution of sentences (Lietuvos Respublikos Bausmių vykdymo kodeksas)The institution of places of deprivation of liberty must strive to ensure that every convict spends at least five hours a day in meaningful activities that meet their and society's interests. The closed and semi-open institutions of places of deprivation of liberty provide the necessary premises for the vocational training of convicts at the place of execution of the sentence and pay the costs of operating, repairing, and purchasing furniture for these premises. Other vocational training costs are paid from the Lithuanian state budget.

2024The Seimas Ombudsperson recommends to the Director of the Lithuanian Prison Service to ensure that the Applicant can exercise in the open air for at least one hour a day, under suitable weather conditions, and periodically change the time of his visit to the sports field. Report details
