Law no. 254/2013 (Legea nr. 254/2013 privind executarea pedepselor şi a măsurilor privative de libertate dispuse de organele judiciare în cursul procesului penal)Juveniles serve their sentences totally separated from adults. There are two Detention Centres and two Educational Centres in the prison system and a special police centre in Bucharest for minors. In the other police centres there are special rooms. Minority means under the age of 18 and criminal liability starts at 14. Between 14 and 16 a forensic expertise will be used to decide the criminal liability of the minor. Minors can never be placed under the maximum-security regime.
