The Convention against Torture and Other Forms of Cruel, Inhuman or Degrading Treatment or Punishment, Law of 2009 (Law 2(III)/2009)The law ratifying the Optional Protocol to the UN Convention against Torture and other Cruel, Inhuman or Degrading Treatment of Punishment nominates the Ombuds institution as NPM with authority to freely visit all places of detention following written notice to the detention authorities. During the visit, the Ombuds officers have free access to all areas and facilities of the centre and inspect the treatment of detainees, as well as to issue recommendations following the visit aimed at strengthening protection and improve the detention conditions.
