| 2023 | When dealing with foreign national inmates, the NPM recommends that the following principles are followed in each case: note in the prisoner's file the information on the language barrier; provide the unit with foreigners' guides and issue them to the prisoner each time, in the language appropriate for him/her; inform the prisoner of his/her rights and obligations, in a language he/she understands, and note in the file: in which language the information duties were performed and who participated in the activities with the prisoner's participation (e.g. the interpreter); translate all relevant documents (e.g. rules of procedure, declarations, decisions) into a language that the prisoner understands, particularly where such documents have implications for the prisoner and the prisoner must certify in writing that he is familiar with them; have the assistance of an interpreter, particularly during the initial interview and medical treatment (and during hospital stays). | Report details |
