Penitentiary Principles Act (Penitentiaire beginselenwet) A detained foreign national or alien shall, upon entering the penitentiary institution, be informed of his right to have the consular representative of his country notified of his or her detention. The Governor shall provide that upon entering the penitentiary institution, the detainee shall be informed of his or her rights and obligations under the Penitentiary Principles Act in writing and as much as possible in a language he understands. In particular, the prisoner shall, upon entering the penitentiary institution, be informed of his power to: lodge an objection or a petition; to turn to the visiting officer of the Supervisory Committee (Raad van Toezicht) ; and to lodge a complaint or appeal.

2021To improve the transfer of information, the Inspectorate for Justice and Security makes a number of recommendations to ensure that everyone keeps to the work agreements and shares information on time. For example, institutions should examine how to manage the further development of the Chain Process Description for foreign nationals in the criminal justice chain and its implementation. The Inspectorate recommends a periodic evaluation of the Chain Process Description to see if it should be amended. In addition, it makes specific recommendations to involved organisations to better perform their task. Report details
