The responsibility of Member States under the Victims' Directive implies that there has to be a system of quality control to ensure delivery of support services for victims of crime.
The need for a clear system of quality management is not restricted to services provided on the basis of government funding. At the same time, quality management should not be a pretext to limit the independence of NGOs and other services in delivering victim support, provided that certain standards are met, such as training of volunteers. The table illustrates in which Member States formally adopted key performance indicators exist to assess the quality of generic victim support services.
