Key findings
ECRI has been informed by the Spanish authorities that a Comprehensive Strategy against racism, racial discrimination, xenophobia and related intolerance was approved by the Council of Ministers. As a result, police will record data on the number of complaints and type of offences linked to racism, xenophobia or related intolerance since 2011. Racist incidents, moreover, are now defined as “any incident which is perceived to be racist by the victim or any other person”.
Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)
The working methods for the preparation of the reports involve documentary analyses, a visit to the country concerned, and then a confidential dialogue with the national authorities.
