Key findings

This annual report is published by the Estonian Ministry of Justice and provides annual statistics and a short overview of crime and breakdown of types of crime in the Estonian society. The report published in 2015 was the first in the series where a separate chapter (chapter 10) is dedicated to hate crime in Estonia.
The chapter outlines that information regarding incidents where there had been otivation behind hate crime was collected by searching crimes registered under the Articles 151 and 152 of the Penal Code which were described as “racist” and had “racist/ethnic hatred” motive mentioned in the case description. Brief descriptions of 6 racially motivated hate crimes are also provided in the chapter.
