The Committee recommends the Spanish State to:

a) To redouble their efforts so that the draft law for the equality of treatment and non-discrimination to be adopted expeditiously.
(b) To take the necessary measures to accelerate the development and adoption of the second Plan of human rights and to ensure that it included the proposals of civil society, the Committee and other human rights mechanisms. Also it will include through the provision of adequate resources.
(c) It does reiterates that necessary measures should be taken so that the Council for the Elimination of racial or ethnic discrimination has the resources and the necessary independence pursuant to the recommendations number 2 and 7 of the Commission's general policy European against racism and intolerance for such agencies.
