Key findings

The CNCDH calls in particular for increased exemplariness by the State and the elected representatives of the Republic. It also recommends that the overseas territories be fully included in the preparation of the next anti-racism plan. The Commission proposes several measures to reduce the phenomenon of 'under-reporting' of racist acts (an unknown figure) and to improve the judicial treatment of racist litigation. The CNCDH recalls that racism and related discrimination should not be separated. It also emphasizes that it is important not to establish a hierarchy between types of racism.
