Key findings
The ECRI report of 2017 on Luxembourg indicates an increase of hate speech, especially since the referendum of June 2015 on the voting right for foreigners. The large majority of the national population voted against. Alarming findings are reported regarding racism in the Internet, the rising of Islamophobia, especially since the first terror attacks in January 2015, and the hate speech against refugees. "A link is often made between Islam, terrorism, disrespect for women, and refugees." Paragraph 30 refers to two cases of hate speech against Muslim pupils by teachers.
Paragraph 31 points out the rise of hate speech on the Internet, in social media networks and on discussion forums of online newspapers and other media supports. As a result, discussion forums on certain subjects have been banned

"The working methods for the preparation of the reports involve documentary analyses, a visit to the country concerned, and then a confidential dialogue with the national authorities.
ECRI’s reports (...) are analyses based on a great deal of information gathered from a wide variety of sources. Documentary studies are based on a large number of national and international written sources. The in situ visit provides the opportunity to meet with the parties directly concerned (both governmental and non-governmental) with a view to gathering detailed information.
(This report focuses) on four topics common to all member States: (1) Legislative issues, (2) Hate speech, (3) Violence, (4) Integration policies and a number of topics specific to each one of them."
