Key findings
As the report summarises, the effectiveness of hate crime prevention and investigation could be enhanced if Member States provided guidance for the police on how to find evidence for bias motivation, collected data on hate crimes, carried out hate crime victimisation surveys, improved the cooperation between the police and CSOs and ensured that victims do not face discrimination when reporting their case. In Hungary, data on hate crimes are not disaggregated by bias motivation and are only listed under “violence against a member of a community”. The Working Group against Hate Crimes provides trainings for the Hungarian police and developed guidance for them to identify bias motivation.
