Key findings

Since August 2018, wearing garments that hide the face has been illegal in public places in Denmark. The Danish ban is in accordance with the practice of the European Court of Human Rights. The cover ban, however, is still a far-reaching intervention that limits citizens' fundamental right to religious freedom. It is to be expected, the report states, that the ban will have consequences for a small group of Muslim women who, for religious reasons, cover their face in public space. The ban risks leading to social exclusion of the women and strengthening of ‘parallel societies’ (parallelsamfund) that the law otherwise intends to counteract.
