Key findings

The study identified very limited judicial practice in establishing hate speech cases. Most difficult part is the establishing evidence. Lithuanian judicial system tries to purseu practice of the European Court of Human Rights. In report it is provided recommendation to establish criminal investigation methodology for hate crimes.

43 cases of hate speech, including 8 cases of the European Court of Human Rights. Hate speech cases are not distinguished by anti Muslim grounds.
