Key findings
The report is the outcome of Special Rappoerteur, Felipe González Morales’ visit to Hungary from 10 to 17 July 2019. During the visit, the Rapporteur investigated the human rights’ situation of migrants, assessed „existing laws, policies and practices in relation to the governance of migration in Hungary”. Visitation was made to the facilities of asylum and to the most relevant national organizations of migration in Hungary (among others different Ministries and authorities like the Hungarian Police and National Directorate-General for Aliens Policing). The Rapporteur established that the transit zones constitute “de facto deprivation of liberty of the asylum seekers”. In its conclusion, the report provides recommendations for the bettering of the conditions of migrants in Hungary.
Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)
The report relies on a short overview of national legislations. Furthermore, it provides a systematic account of the situation in the facilities upheld by the Hungarian authorities. Among others, the Rapporteur expressed concerns about the situation of children and families, the unsatisfactory practices of judges and also the non-provision of food to non-wanted asylum seekers. A short overview of the NGOs’ struggle in Hungary is also provided.
