Prison Rules 2007All prisoners are entitled to defend their constitutional and statutory rights through the courts. Prisoners are also entitled to bring an application for judicial review to the High Court seeking to challenge the decisions or decision-making procedures of administrative bodies such as the Irish Prison Service or prison governors. If a prisoner files a complaint, the prison governor will meet with the prisoner. At such a meeting, the prisoner may make a complaint and the Governor is obliged to notify the prisoner of his decision as soon as possible. Prisoners are also entitled to request a meeting with the Inspector of Prisons, and the Governor is obliged to forward that request without undue delay. Prisoners have the right to make a complaint to any prison staff member either verbally or in writing at any time. The Legal Aid – Custody Issues Scheme covers fees for a solicitor and barrister to represent people who cannot afford to pay the fees.
