This annual report found a number of politically and hate motivated crimes had been committed in 2012. Most of which originated from right-wing extremists, resulting in violent disputes, hate speech and sedition. Target of those crimes were, among others, people of Muslim background or foreign migrants. Islamophobic and anti-Semitic propaganda has also been spread through the internet. |

This report has found a significant increase in politically and hate motivated crimes in 2013, compared to 2012. While the number of right-wing motivated crimes has slightly decreased, compared to the previous year. The main reasons were attributed to xenophobic motivations. The report also describes the significance of the Internet for extremist propaganda, which is particularly prevalent among the right-wing population. |

This report recounts the anti-constitutional efforts in the past year. One of the main issues was the so called hate postings on the internet. Especially on subjects of migrants and asylum seekers. This issue has led to a radicalisation and agitation of right-wing extremists against anything related to Islam. Therefore politically motivated crimes (PMK) have increased in 2016. Fear is the main tool of right-wing propaganda to incite hatred and disdain towards all Muslim people in Germany. |

The overview on hate crime registered by the police between 2017 and 2021 includes a section on crimes registered as "hostile to Islam". Accordingly, the overall figures of such crimes were 1,075 in 2017, 910 in 2018, 950 in 2019, 1.026 in 2020 and 732 in 2021. Thereof, the figures for violent crimes were 56 in 2017, 74 in 2018, 60 in 2019, 71 in 2020 and 45 in 2021. |

It is reported that in 2021, 732 crimes were registered as "hostile to Islam", 212 cases were linked to “hate crime” and 2.782 cases to “racist offenses”. Compared to the previous year 2020, there were 1.026 crimes registered as “hostile to Islam”, 98 to “Hate Crime” and 2.899 to “ racist offences”. For Islamophobia, this represents a 28.65% decrease in the number of cases; for hate crime, a 116.33% increase; and for racist crimes, a 4.04% decrease in the number of cases. According to the guidelines of the Federal Criminal Police Office, several subject areas can be assigned per offense. In this respect, the figures cannot simply be added together. |

It is reported that in 2019, 950 crimes were registered as "hostile to Islam". These are 40 more crimes than in 2018, a rise of 4.4 per cent. 856 of the registered crime were committed by right-wing offenders. |

The statistics show how many preliminary proceedings were initiated in 2019 due to xenophobic motivation of the perpetrator with regard to certain types of offenses. For example, 2,097 preliminary proceedings were initiated for Section 130 of the Criminal Code (sedition) and Section 130a of the Criminal Code (incitement to commit criminal acts). There were 5 preliminary proceedings on xenophobic homicides and 328 preliminary proceedings on violent crimes (page 3 of the statistics). A total of 5,208 preliminary proceedings were initiated against perpetrators with xenophobic motivation. Of these, 2,795 cases were dropped, there were 981 convictions and 51 acquittals (page 10 of the statistics). |

According to information provided by the Federal Government, Muslims and Islamic religious institutions are affected by politically motivated crime as following: In 2017, German police authorities registered in total 1,095 crimes classifed as "hostile to Islam"; in 2018, the police registered 910 crimes as "hostile to Islam". In 2019, 184 cases of attacks motivated by hostility to Islam against mosques, cemeteries, meeting places/cultural associations or other places of religious practice were registered by the police. From 1 January to 30 June 2019, 58 online "hate posts" (Hasspostings) motivated by hostility to Islam were registered by the police, among them 44 cases were classified as sedition (Volksverhetzung). |

According to official figures provided by the Federal Government, 190 crimes were registered by the police as "hostile to Islam" between 1 October and 31 December 2019, 18 of these crimes were assaults against mosques, 9 persons were injured. Furthermore, 2 demonstrations against "Germany’s Islamisation" that were allegedly influenced by right-wing extremists were counted by the domestic intelligence authorities. An update of the prior report on Anti-Muslim crimes in the third quarter of 2019 (German Bundestag 19/15647) shows: From 1 July to 31 September 2019, 271 crimes were registed by the police as „hostile to Islam“ , 33 of them were assaults against mosques, 12 people were injured. |
