Public coordination of victim support services

Coordination of victim support services in most EU Member States - including legal regulation of the victim support system as well as actual provision of victim support services - typically involves several ministries.

FRA evidence shows that only in five Member States is there a sole ministry responsible (the Ministries of Justice in Ireland, Luxembourg, the Netherlands and Sweden, and in Malta the Ministry for Home Affairs), and in an additional three Member States one ministry has a formal coordinating role (Croatia, Estonia and Hungary). In the remaining Member States, the responsibility is divided thematically, so that different aspects of victim support services (such as funding and functions) or support for different groups (victims of domestic violence and of terrorism) fall under different ministries. The Justice Ministry is involved in victim support provision in almost all Member States, with the Ministry of Interior and the Ministry of Labour / Social Affairs also involved in the majority of countries
