Integration and social inclusion are important aspects of EU migration and asylum policy. The fundamental rights of long-term residents in the EU are explored through this report, focussing on the Long-Term Residence Directive. EU long-term resident status includes rights to move and reside in other EU Member States. This report examines the reasons behind the low uptake of EU long-term resident permits, despite them typically giving more rights than national long-term resident permits.

Το παρόν εγχειρίδιο έχει σχεδιαστεί με στόχο να συνδράμει φορείς, οργανισμούς και φυσικά πρόσωπα στην εκπαίδευση επιτρόπων ασυνόδευτων παιδιών ή στην εκπαίδευση εκπαιδευτών. Μπορεί να χρησιμοποιηθεί σε διάφορα πλαίσια κατάρτισης, όπως είναι η επαγγελματική και ακαδημαϊκή κατάρτιση, η πρακτική άσκηση και η συνεχής κατάρτιση. Το εγχειρίδιο βασίζεται στις αρχές των ανθρωπίνων και των θεμελιωδών δικαιωμάτων και στα πρότυπα δεοντολογίας, ενώ επίσης αναγνωρίζει ότι το παιδί και ο/η επίτροπος έχουν τις δικές τους προσωπικές ιστορίες, ικανότητες και δεξιότητες. Ενισχύει την αυτοπεποίθηση των επιτρόπων όσον αφορά την προώθηση των δικαιωμάτων και του συμφέροντος του παιδιού. This manual is designed to help institutions, organisations and individuals to train guardians of unaccompanied children or to deliver ‘train-the-trainers’ courses. It can be used in a range of training contexts, such as professional and academic training, on-the-job training and continuing training. The manual is based on human and fundamental rights principles and ethical standards and recognises that the child and the guardian have their own personal stories, resources and capacities. It enhances guardians’ confidence to promote the child’s rights and best interests. It also enhances their confidence to act independently and impartially in relation to different state
officials, service providers and other community members.

This report is the result of a project by the FRA on the situation of migrants in an irregular situation in the EU. It is the first of two thematic reports which complements a forthcoming comprehensive overview of the fundamental rights situation of migrants in an irregular situation in the EU's 27 Member States.

Des récits effrayants mettant en lumière dans quelle mesure une personne en situation irrégulière employée dans le secteur du travail domestique peut être privée de ses droits les plus fondamentaux ont récemment fait surface en Europe. Pour venir en aide à celles et ceux qui sont chargés de protéger ces droits, l’Agence des droits fondamentaux de l’Union européenne (FRA) a préparé cette recherche, qui est la première à analyser sur le terrain la situation à laquelle sont confrontés les migrants employés dans le secteur du travail domestique et présents dans l’Union européenne (UE) en situation irrégulière.
