    Roma Survey 2024 – Technical Report

    The Roma Survey 2024 and its predecessors describe discrimination and bias-motivated harassment and violence experienced by Roma and Travellers across Europe. The Survey provides data which policy makers can use to address these high-priority agenda issues and most importantly assess progress over time as regards equality and non-discrimination in key areas of life. This technical report provides a detailed overview of the survey methodology used by FRA when collecting the survey data.

    Search and rescue operations in the Central Mediterranean and fundamental rights - June 2026 update

    The EU Agency for Fundamental Rights regularly collects data on the operations of NGO vessels involved in search and rescue in the Mediterranean. This includes any legal proceedings against them, as well as any difficulties in disembarking migrants in safe ports. This paper provides an overview of criminal investigations and other legal proceedings initiated by European Union Member States against civil society organisations deploying search and rescue vessels and aircraft in the Mediterranean and/or against crew members. The latest update covers the period from 2018 up until 30 June 2026.

    Operationalising the Pact on Migration and Asylum: Experiences from the hotspot approach

    In response to increased arrivals of asylum seekers, in 2015 the European Commission introduced the hotspot approach. Under this approach, the European Commission and EU agencies supported Greece and Italy in identifying, registering and fingerprinting newly arrived people. FRA regularly visited the initial reception facilities hosting them. This report looks back at the lessons learnt from 10 years of FRA visits. It identifies recurring risks to rights and highlights practical measures and promising practices to prevent or address them. These ‘lessons learnt’ can inform the implementation of the 2024 Pact on Migration and Asylum in line with the EU Charter of Fundamental Rights.

    ​​Civic Space Update: Enabling civil society to uphold EU values and strengthen democracy

    Civic space is a crucial component of democracy and of societies founded on respect for fundamental rights and the rule of law. Civil society organisations across the EU face increasing pressure that limits their ability to operate. This report presents FRA opinions on how EU Member States can better protect civic space and support civil society organisations in safeguarding fundamental rights. The findings are based on data and information collected by FRANET, FRA’s multidisciplinary research network, and FRA’s consultation with CSOs participating in its Fundamental Rights Platform. It is complemented by desk research, interviews, stakeholder meetings and exchanges with intergovernmental organisations. It covers all EU Member States, as well as Albania, North Macedonia and Serbia.

    EU gender-based violence survey - Evidence for policy and practice

    Violence against women remains widespread in the European Union (EU). This joint report by the EU Agency for Fundamental Rights (FRA) and the European Institute for Gender Equality (EIGE) presents detailed findings from the EU gender-based violence survey. It offers in-depth analysis of the scale, nature and drivers of violence and exposes the structural gender inequality. Building on the 2024 publication, EU gender-based violence survey - Key results, and following up on FRA’s 2014 report, Violence against women: an EU-wide survey, this report tracks trends over the last decade across the EU. Eurostat, FRA, and EIGE jointly conducted the survey. It is based on over 100,000 interviews covering all 27 EU Member States.

    Seeking Safety from War – Violence and rights abuses against women from Ukraine

    The start of Russia’s war of aggression against Ukraine on 24 February 2022 shocked the global community and gave rise to a
    series of urgent fundamental rights challenges across Europe. While much attention has focused on the scale of devastation and its wider impact on all Ukrainians, the war has also inflicted profound personal harm. This report sheds light on the violence, sexual harassment and exploitation experienced by women displaced from Ukraine. Drawing on a survey and in-depth interviews with women from Ukraine, the report documents the prevalence, forms and patterns of gender-based violence and sets out practical measures to improve safety, access to justice and support.

    Monitoring and recording antisemitism in the EU – State of play and ways forward

    This report looks at antisemitism in the EU, focusing on what can be done to address gaps in recording and inconsistencies in data collection. It highlights existing tools and guidance for Member States to improve their recording systems. The analysis is based on official administrative data and information from publicly available sources across EU Member States, as well as Albania, North Macedonia, and Serbia. Detailed country overviews are available for all countries covered. Antisemitism has been monitored by FRA since 2004. This report builds on the 2024 publication, ‘Jewish People’s Experiences and Perceptions of Antisemitism’.

    Assessing High-risk Artificial Intelligence: Fundamental Rights Risks

    Artificial Intelligence comes with both benefits and risks. Safe AI use that accounts for fundamental rights is thus crucial. While the 2024 EU AI Act was a milestone in this regard, its broad definitions regarding AI systems and high-risk AI could introduce loopholes for fundamental rights compliance. This report offers an empirical basis for much-needed practical guidance on the Act’s implementation. Based on interviews with AI developers, sellers, and users, FRA addresses challenges of its use in critical domains, like asylum, education, and employment. Our findings help guide next steps in realising the AI Act’s potential to ensure responsible innovation.

    Places of Care = Places of Safety? Violence against persons with disabilities in institutions

    This report looks at the breadth and depth of violence and neglect faced by people with disabilities living in institutions. It highlights the shortcomings by EU Member States in preventing violence and protecting those who are at a higher risk of experiencing it, in line with the UN Convention on the Rights of Persons with Disabilities. Based on research across all EU Member States and FRA observer candidate countries, the report calls for better protection, stronger prevention of violence, and clear accountability. It urges the EU and its Member States to implement their obligations around equality and fundamental rights.

    Reasonable accommodation for persons with disabilities ECtHR and CJEU case-Law

    This factsheet summarises key Court of Justice of the European Union (CJEU) and European Court of Human Rights (ECtHR) cases on reasonable accommodation for persons with disabilities. Building on Article 2 of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the courts address employment, physical accessibility, and education. In collaboration, the EU Agency for Fundamental Rights and the European Court of Human Rights produced this short publication. It is designed to aid lawyers and policymakers in understanding and applying the jurisprudence in this area.

    Entry/Exit System: Fundamental rights guidance for managers

    The Entry/Exit System (EES), launching in 2025, will register non-EU nationals crossing the EU’s external borders. This FRA guidance supports managers overseeing the operation of the new system. It helps them to ensure compliance with EU fundamental rights. It outlines operational considerations: clear communication, dignified biometric data collection and data protection. It also addresses staff training needs. Based on fieldwork at 10 border crossing points in 6 Member States, the guidance will ensure rights are respected under the new system.
