The European Union Agency for Fundamental Rights (FRA or the Agency) is looking to contract the services of specialist/s, natural or legal persons, for the development of a Trainer’s Manual to include fundamental rights and ethical journalism learning objectives in an online educational platform (i.e. the Pilot Media Toolkit).

In 2008 FRA, in close cooperation with the European Broadcasting Union and the EU Social Fund, developed a Diversity Toolkit for factual programmes in public service television. In 2016, media organizations and news outlets requested a new updated version that will take into account the conditions in which contemporary media work and the pressures that editors and journalists face nowadays.

The content of the Media Toolkit is being provided by media partner organizations and journalists, who have chosen the news examples and scenarios that best represent their daily dilemmas when covering human stories. This group of media professionals has analysed the news examples published or broadcasted, and via questions and check lists, demonstrate how to cover them from a fundamental rights angle.

Main tasks of the selected candidate:

Provision of professional support to FRA in the development of the Pilot Media Toolkit. The support will include the provision of a Media Trainer’s Manual and its curriculum. The Manual should be based on news and the account of the journalists’ dilemmas faced during the coverage of migration from both sides of the English Channel (in English and French).

In the drafting and development of the Trainer’s Manual and its curriculum, the contractor is to identify the knowledge to be acquired per module (linking fundamental rights and principles of ethical journalism), establish a clear connection and learning path between the examples and dilemmas in such a way that all case studies add new knowledge to be acquired. This Manual is to be included in an online e-learning management system (i.e. Pilot Media Toolkit). The Manual must be drafted in EN and delivered to the FRA electronically in MS Word compatible format.

Parallel to the Trainer’s Manual, the contractor is to:

  • Adapt and develop for e-learning the Manual’s course content on the basis of the case studies selected: this means, adapting the content provided by the authors (journalists and editors) and curate it for online learning.
  • Liaise with developers and designers in order to finalise the content and look of the final online product, adapting it to the instructional design, which is under development.
  • Promote the online Pilot Media Toolkit to key stakeholders, journalists, media students and academics via social media and other means (e.g. events identification, etc.).
  • Develop the appropriate branding which acknowledges the roles of each organization in the development of the final product.
  • Develop an evaluation plan of the different types of training (e.g. face-to-face, online, etc.).

Technical and professional capacity

Candidates will be required to prove that they possess the minimum technical and professional capacity to perform the contract.

Candidates need to provide at least one (1) CV meeting the minimum requirements for each of the profiles described below:

Expert / team leader:

  • University degree or secondary education followed by a minimum of seven (7) years of relevant professional experience.
  • At least 5 years of proven national or international experience as a journalist and editor out of which at least 1 year of international experience in media ethics in migration reporting.
  • At least three (3) years of experience providing training to professional journalists.
  • Excellent knowledge of English (level C1 based on Common European Framework of Reference).

Project team member(s):

  • University degree or secondary education followed by a minimum of five (5) years of relevant professional experience.
  • At least 3 years of proven national and international professional experience in the development of human rights training manuals and on providing training courses.
  • At least 3 years of proven national and international experience in the field of media.
  • Excellent knowledge of English (level C1 based on Common European Framework of Reference).

In addition, the team proposed by the candidate should have collectively the following professional experience:

  • Experience in producing content material for online courses for professional journalists: the candidate should submit proof (e.g. link, article, etc.) of at least one online journalism course.
  • At least 2 years of proven experience in media campaigns promotion via social media channels.
  • Good knowledge of French (level B2 based on Common European Framework of Reference).

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
