Negotiated procedure
The European Union Agency for Fundamental Rights (FRA or the Agency) is looking to contract the development of a Trainers’ Manual on Guardianship for unaccompanied children.
The training manual shall serve to provide the user (a trainer or a team of trainers) with the needed content and methodology to train appointed or future guardians on the fundamental rights of children and the role of the guardians.

The training manual should offer a uniformed and basic training for guardians which includes basic concepts on child protection and fundamental rights. It should be flexible to reflect the different national contexts. It should include information on how guardians could support unaccompanied children during different legal proceedings, including asylum or relocation applications.

The contractor will be requested to work in English, using consistent and accurate terminology.

Technical and professional capacity

Candidates must have a key expert who meets the following minimum selection criteria:

  • ­ Advanced university degree in law, social work or similar (Master or equivalent and above)
  • ­ Proven professional and/or academic experience of at least five (5) years in the area of child protection, with a focus on migrant/asylum seeking children. Out of the five years, at least one (1) year should be preferably in the area of guardianship of unaccompanied children. ­
  • Proven professional experience of at least three (3) years in developing training materials. ­
  • Excellent knowledge of English (Common European Framework of Reference - CEF - level C1)

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
