All working documents and forms that the contractor will require to FRA staff members to read, to fill in, and to sign must be made available also in English. FRA may provide translations or reach agreements with the contractors for the languages of some medical documents.
Description of the tasks
The candidate(s) will be requested to perform the following list of tests under the tasks defined earlier:

Task 2 - Pre-employment medical examination of candidates

Place of work and meetings
The tasks are to be performed at the contractor’s premises in Vienna or at any other place designated by the contractor and agreed by the FRA.
A maximum of 2 co-ordination meetings with FRA will be held in FRA’s premises in Vienna (Austria) and/or at the premises of the contractor. First meeting should take place after the signature of the contract, second meeting after 6 months, if deemed necessary.
The chosen Medical Center will work in close co-operation with the Medical Advisor of the FRA. For this purpose, a kick off meeting between FRA, the Medical Advisor and the chosen Medical Center will be organised straight after signing of the contract.
Selection criteria:
Candidates will be required to provide evidence that they possess the minimum capacity to perform the contract:
1. Evidence of economic and financial capacity
1.1 Candidates will be required to provide evidence of a professional risk indemnity insurance for a minimum coverage of 2,000,000 EUR.
1.2 A statement of the annual average turnover for the last 2 financial years for which accounts have been closed. The minimum average annual turnover of the tenderer shall be of 67,500.00 EUR. In case of a consortium, the annual average turnover for each of the partners shall be presented. The sum of the annual average turnovers of each partner will be taken into account to reach the minimum annual average turnover of 67,500.00 EUR.
2. Evidence of professional capacity
Candidates must comply with the minimum criteria listed below:
2.1 Candidates must prove that they are authorised to perform the medical services required in the tender under the Austrian law, as evidenced by inclusion in the relevant official professional register.
2.2 Candidates are required to prove that they have completed at least three (3) contracts in the last three (3) years (counting backwards from the deadline for submission of tenders) in the field of services offered by a medical center of an annual amount of at least EUR 5,000.00 each.
2.3 Candidates must prove that they have the capacity to perform the tests required under the list of tasks.
No documents proving the fulfilment of these criteria are requested at this stage.
Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union), and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
