Negotiated procedure
The European Union Agency for Fundamental Rights (FRA) is looking to contract the evaluation of its website.

The objective of the contract is to perform an analysis of the current FRA website and to provide a proposal for revising information architecture in order to improve usability, accessibility and make the website mobile-friendly.

The contractor will be requested to present a final evaluation report, including the following:

  • Web strategy analysis
  • Audience mapping results
  • Usability studies results
  • Evaluations, recommendations and practical proposals for the improvements
  • Website redesign requirements
  • Content inventory
  • Proposal for new information architecture

Selection criteria

Candidates will be required to prove that they possess the minimum technical and professional capacity below:

a) Evidence of the educational and professional qualifications.

Tenderers will be requested to provide at least one (1) CV per profile below meeting the following minimum education and professional qualifications:

Project Manager:

  • University degree or secondary education followed by seven (7) years of experience in project management and/or consultancy
  • A minimum of five (5) years of proven professional experience out of which at least three (3) years of project management experience in web/online communication consultancy.
  • Excellent knowledge of English (level C1 based on the Common European Framework of Reference (CEF))

Web/online communication consultant:

  • University degree or secondary education followed by five (5) years of experience in web/online communication consultancy.
  • A minimum of four (4) years of proven professional experience in web/online communication, including user experience, user-centred interaction design, usability and accessibility.
  • Excellent knowledge of English (level C1 based on the Common European Framework of Reference (CEF))

b) A list of the principal services delivered in the past three (3) years, with the sums, dates and recipients.

Tenderers will be required to prove that they have performed at least three (3) projects in the last five (5) years in the area of online communication/website evaluation and consultation.

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
