The purpose of the negotiated procedure is to award a maximum of three (3) framework contracts, in cascading and descending order, for the provision of food, beverages and household material to the contracting authority, provided that there is a sufficient number of economic operators that satisfy the selection criteria or a sufficient number of admissible tenders which meet the award criteria.
The Framework Contract(s) will have an initial duration of one (1) year as from the date of signature, and may be renewed up to three times, for an additional period of one year.
The volume of the contract for the whole period of its validity is estimated at 90,000 EUR excluding VAT.
Candidates will be required to provide evidence that they possess the minimum capacity to perform the contract:
Candidates must have the necessary economic and financial capacity to perform this contract until its end:
- Candidates must prove an average yearly turnover of the last two financial years of at least EUR 45,000.00.
Candidates must be able to meet the following minimum criteria:
- provide a copy of the official certificate proving the enrolment in the relevant register, as prescribed by the laws of the Member State where the candidate is established; - provide access to an online catalogue (official price list), and an online ordering system; - guarantee delivery within five (5) working days between 09:00 – 17:00 Monday to Friday.
No documents proving the fulfilment of these criteria are requested at this stage.
Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union), and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
