    Beteiligung und verbessert zugleich die Arbeitsweise
    der Justiz. Mit den in dieser Zusammenfassung
    dargestellten Erkenntnissen erhalten die Mitgliedstaaten
    ein hilfreiches Instrumentarium an die Hand,
    mit dessen Unterstützung sich Hindernisse, Lücken
    oder Schwachstellen bei Gerichtsverfahren – insbesondere
    im Zuge der Umsetzung und Anwendung
    der einschlägigen EU Richtlinien – ermitteln lassen.

    Rendre les systèmes judiciaires mieux adaptés aux
    enfants accroît leur protection, renforce leur participation
    effective et améliore aussi le fonctionnement de la justice. Les résultats présentés dans ce résumé
    peuvent donner aux États membres des outils pour
    leur permettre de détecter les obstacles, les lacunes
    ou les faiblesses dans leurs procédures judiciaires, en
    particulier dans la transposition et la mise en oeuvre
    des directives pertinentes de l’UE.

    Equal protection for all victims of hate crime - The case of people with disabilities

    This paper discusses the difficulties faced by people with disabilities who become victims of hate crime, and the different legal frameworks in place to protect such victims in the EU’s Member States.     Legal entry channels to the EU for persons in need of international protection: a toolbox

    Every year, tens of thousands of people risk their lives trying to enter the European Union (EU) in an irregular way, and many die in the attempt. Increasing the availability of legal avenues to reach the EU would contribute to make the right to asylum set forth in Article 18 of the EU Charter of Fundamental Rights a reality for vulnerable refugees and other persons in need of protection who are staying in a third country, often facing risks to their safety. It would also help to fight smuggling in human beings. This FRA focus seeks to contribute towards the elaboration of such legal entry options so that these can constitute a viable alternative to risky irregular entry.

    Reactions to the Paris attacks in the EU: fundamental rights considerations

    The events that took place in France and Belgium in January 2015 had tremendous impact across the European Union (EU) and beyond. In the immediate aftermath of the events in Paris, FRA collected responses across Europe, focusing on Jewish and Muslim community organisations, political leaders, civil society and the media. The current paper provides an overview of this material and should be regarded as a snapshot of a rapidly changing situation.

    Hilfe eines auf den Grundrechten
    basierenden Zugangs zur Erarbeitung
    rechtmäßiger, wirksamer und
    nachhaltiger Maßnahmen zur
    Strafverfolgung und zur Bekämpfung der
    Radikalisierung beizutragen.

    Embedding fundamental rights in the security agenda

    The recent events in Paris have challenged our sense of safety. They come at a time when the European Union is in the course of discussing its priorities in the area of internal security for the next five years. This paper examines the ways in which a fundamental rights perspective can benefit the current debate, so that a fundamental rights-anchored approach can support the creation of legitimate, effective and sustainable law enforcement and counter-radicalisation measures.

    perspective des droits fondamentaux peut
    contribuer au débat actuel, de sorte qu’une
    approche ancrée sur les droits fondamentaux
    puisse favoriser la création de mesures
    légitimes, efficaces et durables de maintien de
    l'ordre et de lutte contre la radicalisation.

    Opfer von Straftaten in der EU: Umfang und Art der Unterstützung für Opfer – Zusammenfassung

    Die vorliegende Zusammenfassung präsentiert die
    Forschungsergebnisse der Agentur der Europäischen
    Union für Grundrechte (FRA) zu den Unterstützungsdiensten
    für Opfer von Straftaten in der EU unter
    dem Aspekt der Grundrechte. Sie gibt einen Überblick
    darüber, wie sich das derzeitige Angebot an
    Opferhilfsdiensten in den 28 EU‑Mitgliedstaaten
    in der Praxis ausnimmt, gemessen an den Zielen
    und Vorgaben der Opferschutzrichtlinie. Dabei liegt
    der Schwerpunkt auf Artikel 8 und 9 der Richtlinie
    zum Thema Unterstützungsdienste, thematisiert
    werden aber auch andere, eng damit verbundene
    Bestimmungen.

    Victims of crime in the EU: the extent and nature of support for victims - Summary

    This summary outlines the research findings of the EU Agency for Fundamental Rights (FRA) on support services for victims of crime across the EU from a fundamental rights perspective. It gives an overview of how current victim support service provision across the 28 EU Member States compares in practice with the objectives and goals for victim support set out by the Victims’ Directive. The focus is on the directive’s Articles 8 and 9 on support services, although other closely related provisions are also considered.

    Ce résumé expose les conclusions de l’Agence des
    droits fondamentaux de l’Union européenne (FRA)
    découlant de ses travaux de recherche sur les ser‑
    vices d’aide aux victimes de la criminalité à travers
    l’UE, considérés sous l’angle des droits fondamen‑
    taux. Il donne un aperçu général et comparatif des
    services d’aide aux victimes disponibles dans les
    28 États membres de l’UE en fonction des objec‑
    tifs et des buts de l’aide aux victimes énoncés par
    la directive victimes. L’accent est mis sur les arti‑
    cles 8 et 9 de la directive relatifs aux services d’aide,
    même si d’autres dispositions étroitement liées sont
    également considérées.

    Fundamental rights considerations for law enforcement when processing Passenger Name Record data

    FRA was requested by the European Commission (EC) in January 2014 to provide practical guidance on the processing of Passenger Name Record (PNR) data for law enforcement purposes, in light of efforts by Member States to establish national PNR systems. As a result, in informal consultation with EC services and the European Data Protection Supervisor (EDPS) and building on opinions FRA, the EDPS and the Article 29 Working Party on PNR, FRA presented twelve fundamental rights considerations to EU Member States experts at technical level.
