    The Charter is most effective, and has a real impact on people’s lives, when parliaments, governments and courts at local, regional and national levels all actively apply it. The national sphere is particularly relevant. A strong fundamental rights architecture and committed national governments and parliaments are key to letting the Charter unfold its potential at this level. Civil society organisations (CSOs) and national human rights institutions (NHRIs) are also crucial given their contributions to the protection and promotion of Charter rights.

    In 2018, some 2,299 people are estimated to have died or gone missing at sea while crossing the sea to reach Europe to escape war or persecution or to pursue a better life. This is on average more than six people per day. Before mid-2017, a significant share of migrants in distress at sea have been rescued by civil society vessels deployed with a humanitarian mandate to reduce fatalities and bring rescued migrants to safety. In 2018, however, authorities in some Member States viewed civil society-deployed rescue vessels with hostility. As a reaction, they seized rescue vessels, arrested crew members, and initiated legal procedures against them (more than a dozen altogether). In some cases, rescue vessels were blocked in harbours due to flag issues.

Zpráva o základních právech 2019 agentury FRA přináší přehled hlavního vývoje v této oblasti a upozorňuje jak na úspěchy, tak na oblasti, které i nadále vzbuzují obavy. Tato publikace představuje stanoviska agentury FRA k hlavnímu vývoji v uvedených tematických oblastech a souhrn důkazů podporujících tato stanoviska.

FRA’s  rapport om grundlæggende rettigheder 2019 gennemgår den vigtigste udvikling på området, herunder både de opnåede resultater og områder, der fortsat giver anledning til bekymring. Publikationen indeholder FRA’s udtalelser om den væsentligste udvikling inden for de afdækkede emneområder og et sammendrag af den dokumentation, der understøtter disse udtalelser.

    Fortschritte als auch Rückschritte. In ihrem Grundrechte-Bericht 2019
    untersucht die FRA wichtige Entwicklungen auf diesem Gebiet und zeigt sowohl
    Erfolge als auch Bereiche auf, in denen es immer noch Probleme gibt. Darüber
    hinaus äußert sich die FRA in dieser Veröffentlichung zu den wichtigsten
    Entwicklungen in den genannten Themenbereichen und gibt einen Überblick
    über die Informationen, die diesen Stellungnahmen zugrunde liegen.

    Το 2018 υπήρξε έτος προόδου, αλλά και προβλημάτων όσον αφορά την προστασία των θεμελιωδών δικαιωμάτων. Στην Έκθεση για τα Θεμελιώδη Δικαιώματα 2019 του FRA εξετάζονται οι σημαντικότερες εξελίξεις στον τομέα και προσδιορίζονται όχι μόνο τα επιτεύγματα, αλλά και τα ζητήματα που εξακολουθούν να προκαλούν ανησυχία.
