Negotiated procedure for a middle value contract - Provision of graphic design services

This contract is intended to provide services for the review, update and roll-out of FRA’s branding and visual identity, including but not limited to logo, typography, colour system, iconography, imagery, motion language, accessibility considerations, templates and other relevant aspects.
The contract is also intended to provide ongoing graphic design support for digital and web design, editorial and layout design, infographics and data visualisation, design for campaigns, motion graphics and multimedia, and other graphic design support, as necessary.
- Description of the services
Update, implementation and roll-out of the corporate visual identity (CVI), including:
- Review of the corporate visual identity, including logo, typography, colour system, iconography, imagery, motion language, accessibility considerations, and other relevant aspects.
- Brand touchpoint mapping covering the identification and assessment of all FRA touchpoints (digital, print, social media, publications, events, office branding and environment, etc.), and prioritisation of touchpoints for implementation.
- Concept development phase and planning, including the development and presentation of 1–3 design concepts, feedback rounds and refinement, and final approval of a new or refreshed visual identity.
- Implementation and roll-out, including developing a roadmap for introducing the new brand across priority touchpoints; designing and developing of visual identity components, including icon sets, typography, and colour schemes; creating and updating branding guidelines in line with institutional standards; adapting branded templates for PowerPoint presentations, Word documents, letters, business cards and all other templates for internal and external use, with full usage and reproduction rights for FRA.
Graphic design support
- Print layout and design – Design and development of visual templates and graphical assets for recurring communication products, including reports, policy briefs, newsletters, brochures, posters and banners, as well as conference-related materials such as programmes, signage and name badges, ensuring consistency with the Agency's corporate visual identity.
- Digital design – Design and adaptation of visual assets and templates for the Agency's website, intranet, email communications and social media channels, in line with the technical and editorial requirements of each platform.
- Infographics and data visualisation – Design of static and interactive infographics, charts, graphs, maps and iconography to communicate data, statistics and policy messages in an accessible and engaging manner.
- Event and campaign support – Development of visual identities, style guides and toolkits for awareness-raising campaigns and events, and design of related promotional visuals, ensuring coherent branding across all outputs.
- Multimedia and motion graphics – Creation of basic animations, video intros/outros, animated infographics and visual assets for multimedia presentations and explainer videos.
- Accessibility and compliance – All deliverables shall meet applicable accessibility standards (e.g. WCAG 2.1) and be provided in the formats and languages required, consistent with the Agency's communication and visibility guidelines.

Project support and quality assurance — The Contractor shall liaise with the Agency's staff to translate communication needs into visual outputs, manage multiple concurrent requests within agreed deadlines, and deliver final outputs in all formats required (print-ready, web-ready, and editable source files).
- Technical capacity
Candidates should have experience in developing visual identity guidelines and components and developing the full range of design materials listed in the task description. They must demonstrate experience in designing materials suitable for communications activities by public sector organisations, social enterprises or non-governmental organisations, with a focus on communication clarity and alignment with institutional branding.
Specifically, candidates must have provided graphic design services in the past three years in execution of at least 2 projects/ contracts by the deadline of submission of offers, with the combined minimum total value of 40.000 Euro. The sum of the contract value of several specific contracts or order forms within a framework contract can be considered to meet the total amount required.
- Professional capacity
Candidates must be able to meet the following minimum selection criteria
- Professional capacity of the tenderer.
The tenderer shall submit a portfolio of completed work demonstrating relevant experience in graphic design and visual communication.
The portfolio may be provided as a link to an online website or as a selection of relevant examples. The portfolio should demonstrate experience across a range of formats, in particular digital, web and social media, as well as print and data visualisation, and should, where possible, include examples of institutional, public sector or other relevant communication work.
- Professional capacity of the team delivering the service.
The tenderer must provide a qualified team to perform the tasks and meets the minimum criteria of the profiles specified below
Candidates will be required to provide evidence that they possess the minimum capacity of one Senior graphic designer and one graphic designer for the tasks provided by FRA to perform the contract, proving the following necessary professional capacity:

Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
