The aim was to draft relevant evaluation questions on the 2022 Commission Recommendation on procedural rights of people in pre-trial detention and on material detention conditions. The recommendation contains 18 sections specifically on detention conditions, applying to pre- and post-trial detention.
The purpose is to increase mutual recognition and cooperation between EU countries, to facilitate European arrest warrants and the transfer of prisoners.
Later this year all EU member states will respond to how these criteria are met.
