Roma survey 2024

The Roma survey 2024 will collect comparable data in ten selected EU Member States (Bulgaria, Czechia, France, Greece, Hungary, Ireland, Italy, Portugal, Romania and Spain) and three accession countries (Albania, North Macedonia and Serbia). The Roma and Travellers (in France and Ireland) will be asked a wide range of questions about their everyday life, including their socio-economic situation. They will also be asked about their fundamental rights, including experiences of discrimination, harassment and violence, as well as including any racially-motivated incidents.

What?

Why?

The Communication of the European Commission from October 2020 sets out the EU Roma strategic framework for equality, inclusion and participation up to 2030. It asks FRA to provide data and background information on progress towards Roma inclusion in EU Member States. The 2021 Council recommendation on Roma equality, inclusion and participation called on Member States to make use of the portfolio of indicators developed jointly by FRA, the Commission and the Member States.

In 2021 FRA carried out its Roma survey in 10 European countries to provide baseline data for the EU Roma strategic framework. The 2024 Roma survey will help to populate headline and secondary indicators for monitoring progress in the implementation of this Framework and will guide policy makers in developing more targeted legal and policy responses.

 

How?

The design of the survey is based on the Roma survey 2021 and uses FRA’s extensive experience of surveying hard-to-reach populations. The survey will be implemented by Ipsos NV in consultation with Roma and Traveller communities and national organisations. Interviews will be conducted face-to-face, with trained interviewers using a computerised questionnaire. Only people who self-identify as Roma or Travellers and who normally reside in the survey country will be surveyed. The main-stage fieldwork is planned for Spring and Summer 2024 with the first results in mid-2025. The survey closely follows national Roma data collection approaches in Croatia and Slovakia.
