Article 10 (2) (h) of the Asylum and Migration Management Regulation (EU) 2024/1351 (AMMR) envisages that the European Commission takes the quarterly bulletins on migration developed by the EU Agency for Fundamental Rights (FRA) into account when assessing the overall migratory situation in the EU and evaluating whether a Member State is under migratory pressure. This bulletin covers developments between 1 July and 30 September 2026.
This bulletin draws on evidence from FRA’s data, expertise and findings from field missions to Member States, complemented by desk research through FRA’s multidisciplinary research network Franet. The research also included interviews and written consultations with various stakeholders, including immigration and asylum authorities, ombuds institutions and national statutory public human rights bodies, international organisations, monitoring bodies and relevant civil society actors, depending on the stakeholders in Member States.
Additionally, under Article 10 (2) of the Screening Regulation, the Commission must take into account the findings of the national independent monitoring mechanisms when assessing the effective application of the Charter of Fundamental Rights of the European Union(the Charter). Additionally, under Article 10 (2) of the Screening Regulation, the Commission must take into account the findings of the national independent monitoring mechanisms when assessing the effective application of theCharter of Fundamental Rights of the European Union (the Charter). FRA drew on their input where relevant as they are progressively becoming operational.
FRA shared the draft bulletin with national human rights institutions through the European Network ENNHRI and with Member States, relevant EU agencies and the European Commission through the Migration Preparedness and Crisis Blueprint network. It also consulted the Frontex fundamental rights office and integrated their comments as appropriate.
In addition, FRA used general-purpose artificial intelligence (AI) tools to scan publicly available documents. FRA checked the information generated by these AI tools with respect to its correctness and sources, analysing it alongside more traditional sources of data and information.
