FRA presented its third Migration and Fundamental Rights Bulletin of 2026 to the EU Migration Blueprint Network on 4 November. The Network is hosted by the European Commission and brings together EU institutions, Member States and partners to exchange information on migratory developments.
FRA highlighted how border management and fundamental rights can be brought to the test in emergency situations, pointing to the sudden large- scale arrivals in Ceuta in July. FRA stressed that any emergency responses to such situations must remain fully in line with fundamental rights, including the right to asylum and the principle of non-refoulement.
Other issues FRA raised included death at sea and insufficient search and rescue capacities, gaps in investigations into alleged rights violations and fundamental rights monitoring under the Migration and Asylum Pact.
