Negotiated procedure
The European Union Agency for Fundamental Rights is looking to contract the provision of Microsoft Dynamics and CRM consultancy services.

The services required relate to the configuration, customization of the Microsoft Dynamics application to meet the requirements and needs of the Agency. These may include:

  • Migration to the latest version of MS CRM Dynamics
  • Analysis and design of the solution based on specific requirements defined by the Agency
  • Data analysis, modelling and migration of existing data
  • Web application integration solutions with other solutions based on MS SharePoint 2013
  • Integration with ClickDimensions cloud service
  • Testing and deployment
  • Documentation of the provided solutions
  • Training of MS CRM application users

Overall, the above services intend to:                              

  • further enhance the available new features of the existing system and
  • offer on-site maintenance when requested and assist in training and issue resolution following the use of the system.

Technical and professional capacity

Candidates will be required to prove that they possess the minimum technical and professional capacity below:

a) Evidence of the educational and professional qualifications. Candidates will be requested to provide at least two (2) CVs meeting the minimum requirements stated below for the profile of Senior Analyst/Developer:

  • Studies in IT industry attested by a certificate
  • Training courses in MS Dynamics CRM
  • A minimum of five (5) years of proven professional experience in IT
  • A minimum three (3) years of experience working with MS CRM
  • Good knowledge of English (Common European Framework of Reference (CEF) level B2).

b) A list of the principal services delivered in the past three (3) years, with the sums, dates and recipients. Candidates will be required to prove that they have performed at least two (2) projects in the last three (3) years involving the implementation of MS Dynamics CRM.

c) A description of the measures employed to ensure the quality control of the services to be provided.

No documents proving the fulfillment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the European Union and all European Union citizens) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
