Die Europäische Union (EU) und ihre Mitgliedstaaten haben 2013 eine Vielzahl wichtiger Schritte zum Schutz und zur Förderung der Grundrechte gesetzt, indem sie neue internationale Verpflichtungen eingegangen sind, Rechtsvorschriften überarbeitet und innovative politische Strategien vor Ort verfolgt haben. Dennoch gerieten Grundrechtsverletzungen mit besorgniserregender Häufigkeit in die Schlagzeilen: Flüchtlinge, die vor den Küsten Europas ertranken, beispiellose Massenüberwachung, rassistisch und extremistisch motivierte Morde, Kinderarmut und Benachteiligung der Roma.

Ziel dieses Handbuchs ist es, die nationalen Behörden und andere Beteiligte in der
gesamten EU bei der Weiterentwicklung der bestehenden Vormundschaftsregelungen
zu unterstützen, um so den Schutz der Kinder zu stärken. Die Rolle des Vormundes
als wesentlichem Bestandteil eines integrierten Systems zum Schutz der Kinder wird
präzisiert, und die Bedeutung der Rolle der Vormünder und gesetzlichen Vertreter bei
der Verhütung von Missbrauch und Ausbeutung, bei der Reaktion darauf und beim
Schutz und der Unterstützung von Kindern, die Opfer von Menschenhandel sind, wird
herausgestellt.

This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence (‘domestic violence’).
FRA helps EU institutions and countries in the European Union (EU), so-called EU Member States, to ensure that the rights of all people including children are respected. It collects information about rights across the EU and gives advice on how to improve the conditions of vulnerable people such as migrants, asylum seekers, victims of violence, racism and hate crime.

Im Rahmen dieser Erhebung der FRA wurden erstmals
in einer Reihe von Mitgliedstaaten – Belgien, Deutschland, Frankreich, Italien, Lettland, Schweden, Ungarn und
Vereinigtes Königreich – vergleichbare Daten über die Erfahrungen und Wahrnehmungen der jüdischen Bevölkerung
im Zusammenhang mit Antisemitismus, Hasskriminalität und Diskriminierung zusammengetragen. Ihre Ergebnisse
belegen eine beunruhigend starke Diskriminierung, insbesondere in den Bereichen Beschäftigung und Bildung,
eine weitverbreitete Furcht vor Viktimisierung und eine zunehmende Besorgnis angesichts des Antisemitismus im
Internet.

Beleidigungen, Diskriminierung, Belästigungen und sogar körperlicher Gewalt bleiben für Juden in der Europäischen Union (EU) Bestandteil ihres Alltags. Trotz gemeinsamer Bestrebungen der EU und ihrer Mitgliedstaaten gehören diese Probleme immer noch nicht der Vergangenheit an. Viele wichtige Rechte werden zwar gesetzlich garantiert, doch weit verbreitete und auch hartnäckige Vorurteile hindern Juden weiterhin daran, diese Rechte auch tatsächlich wahrnehmen zu können.

The FRA survey is the first-ever to collect comparable data on Jewish people’s experiences and perceptions of antisemitism, hate-motivated crime and discrimination across a number of EU Member States, specifically in Belgium, France, Germany, Hungary, Italy, Latvia, Sweden and the United Kingdom. This technical report gives an overview of the survey methodology, sample and the questionnaire.

The present report – the ninth update of the European Union Agency for Fundamental Rights (FRA) overview of Manifestations of antisemitism in the EU – relates to manifestations of antisemitism as they are recorded by official and unofficial sources in the 28 European Union (EU) Member States.
This 2012 survey provides comparable data from eight countries (Belgium, France, Germany, Hungary, Italy, Latvia, Sweden and the UK) on Jewish people’s experiences and perceptions of discrimination, hate-motivated crime and antisemitism. The data explorer also allows the filtering of responses by age, gender and strength of Jewish identity of respondents.
