    The Fundamental Rights Report: Challenges and Achievements in 2025 is FRA’s flagship annual publication.     This report looks at the breadth and depth of violence and neglect faced by people with disabilities living in institutions. It highlights the shortcomings by EU Member States in preventing violence and protecting those who are at a higher risk of experiencing it, in line with the UN Convention on the Rights of Persons with Disabilities. Based on research across all EU Member States and FRA observer candidate countries, the report calls for better protection, stronger prevention of violence, and clear accountability. It urges the EU and its Member States to implement their obligations around equality and fundamental rights.

    This report highlights the discrimination, harassment, violence, and non-consensual medical interventions faced by intersex people across 30 European countries, based on responses from nearly 2,000 participants in FRA's 2023 EU LGBTIQ Survey III. It reveals that many intersex individuals also identify as trans, non-binary, gender-diverse and have varied sexual orientations, which further compounds their experiences of discrimination. The report aims to support the development of laws and policies that promote the inclusion and dignity of intersex people.

    Antisemitism is still a reality for many Jewish people in the EU today. Faced with prejudice and hostility, most feel unable to live openly Jewish lives. This report presents the results of FRA’s third EU survey of Jewish people’s experiences and perceptions of antisemitism. The survey took place before the Hamas attacks in October 2023 and the war in Gaza; however, it includes evidence from a consultation with national and European Jewish umbrella organisations since. It covers 13 EU Member States that together account for around 96 % of the EU’s Jewish population.

Re-structured, this year’s new approach is a shorter and sharper analysis. It also presents FRA’s opinions on these developments, including a summary of the evidence supporting these opinions.

    FRA’s third LGBTIQ survey shows that people still experience hate-motivated violence and discrimination. Trans and intersex people face even greater victimisation. Yet, signs of progress show that the EU’s and Member States’ efforts can positively affect people’s lives. More LGBTIQ people are open about their sexual orientation, gender identity, gender expression and sex characteristics.

    Antisemitic incidents and hate crimes violate fundamental rights. This report provides an overview of antisemitic incidents in 2022. It reveals persistent gaps in the recording of antisemitism across Europe that impedes efforts to effectively counter hatred towards Jews. It covers antisemitic incidents reported in the 27 EU Member States in 2022 and includes available data of the same year from Albania, the Republic of North Macedonia and Serbia. As this is a yearly publication covering the period 01/01/2022–31/12/2022, it does not include antisemitic incidents reported in 2023. This is the 19th edition and is the only annual source of data of this nature for the EU.

    В Становище 1/21 на Агенцията на Европейския съюз за основните права (FRA) са илюстрирани степента и естеството на преживените случаи на неравенство и дискриминация в ЕС. Становището посочва основанията на дискриминация и областите на живот, обхванати в директивите за равенство между расите и за равно третиране во бластта на заетостта, както и в предложената Директива за равно третиране.     Stanovisko agentury FRA č. 1/21 dokládá rozsah a povahu každodenních zkušeností s nerovností a diskriminací v celé EU. Činí tak s ohledem na důvody diskriminace a na oblasti života, na něž se vztahují směrnice o rasové rovnosti a směrnice o rovnosti v zaměstnání, jakož i navrhovaná směrnice o rovném zacházení. Stanovisko bylo vydáno dne 30. dubna 2021. Toto shrnutí předkládá hlavní doporučení („klíčová zjištění a stanoviska“) uvedená ve stanovisku agentury FRA č. 1/21.

    Im FRA-Gutachten 1/2021 werden Ausmaß und Formen der gelebten Erfahrungen mit Ungleichbehandlung und Diskriminierung in der EU aufgezeigt. Hierzu werden die Diskriminierungsgründe und Lebensbereiche herangezogen, die Gegenstand der Richtlinie zur Gleichbehandlung ohne Unterschied der Rasse, der Richtlinie zur Gleichbehandlung in Beschäftigung und Beruf sowie der vorgeschlagenen Gleichbehandlungsrichtlinie sind. Das Gutachten wurde am 30. April 2021 vorgelegt. In dieser Zusammenfassung werden die wichtigsten Empfehlungen („Wichtigste Ergebnisse und Stellungnahmen“) des FRA-Gutachtens 1/2021 vorgestellt.

    Η γνωμοδότηση 1/21 του FRA αποτυπώνει την έκταση και τις μορφές ανισότητας και διακρίσεων που βιώνουν οι πολίτες σε όλες τις χώρες της ΕΕ. Πιο συγκεκριμένα, εστιάζεται στους λόγους διάκρισης και στους τομείς της καθημερινής ζωής που καλύπτονται τόσο από τις οδηγίες για τη φυλετική ισότητα και για την ισότητα στην απασχόληση, όσο και από την πρόταση οδηγίας για την ίση μεταχείριση. Η γνωμοδότηση εκδόθηκε στις 30 Απριλίου 2021. Η παρούσα σύνοψη παρουσιάζει τις σημαντικότερες συστάσεις («Κύρια ευρήματα και γνώμες») που περιλαμβάνονται στη γνωμοδότηση 1/21 του FRA.
