Negotiated procedure
The European Union Agency for Fundamental Rights (FRA) is looking to conclude a framework contract for the provision of German language training services for its staff members and spouses/partners.

The main factors which drive staff members and their spouses/partners into taking German language courses are the need to better integrate into the host city and for those concerned, a need to demonstrate a competency level of minimum B2 level for their career promotions under FRA staff policies.

Technical and professional capacity

Candidates must be able to meet the following minimum selection criteria:

  • German language native speaker or certified level C2 according to the Common European Framework of Reference (CEF)
  • Completed university studies of at least three (3) years (Bachelor degree)
  • At least five (5) years of professional experience as a German language teacher
  • Good working knowledge of English at B2 level according to the Common European Framework of Reference (CEF)

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
