Negotiated procedure
The European Union Agency for Fundamental Rights (FRA or the Agency) is looking to contract the research and in-depth analysis on the key legal and jurisprudential principles of European law relating to children’s rights. The objective of the contract is to update and further develop the 2015 edition of the Handbook on European law relating to the rights of the child published by FRA and the European Court of Human Rights. This update must include a review of the whole text of the handbook, including its annexes in English.

The contractor is expected to provide a legally sound and scientifically robust analysis of the legislative EU law developments covering the matters of the handbook as well as of relevant case law from the Court of Justice of the European Union, the European Court of Human Rights and the European Committee of Social Rights. Based on such analysis the contractor will revise the current text of the handbook to bring it up to date. The revision must reflect the law as it stands and case law must be presented in a neutral manner.

Technical and professional capacity

Candidates must have a key expert who meets the following minimum selection criteria: ­

  • Advanced university degree in law (Master or equivalent and above) ­
  • Proven professional and/or academic experience of at least five (5) years in the area of European children’s rights law, and: ­
    • at least three (3) relevant publications on the subject matter covered by the handbook; or ­
    • evidence that out of the five years, they have worked as a lawyer, legal advisor or a judge in the field of children’s rights law for at least two (2) years. ­
  • Excellent knowledge of English (Common European Framework of Reference - CEF - level C1)

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
