The training included a presentation of the FRA Charter tools and a workshop where participants had to solve specific legal problems in four areas of the law, namely criminal law, administrative law, international protection and labour law using the FRA tools. The training was held in the national language to increase participation.
On 25 September, the agency introduced a Charter training organised by the German National Human Rights Institution which focused on experts dealing with asylum law.
FRA’s project on promoting Charter awareness among legal practitioners is being extended to all Member States with corresponding trainings following in the coming months.
On 17 September, FRA took part in a training session with around 60 legal practitioners working for the EU and national administrations. The event was convened by the Irish EU Presidency and took place in the Council building in Brussels.
Participants discussed how to ensure that legislation is rights-compliant already when it is being designed. Representatives from the Council and the European Commission presented procedures for taking fundamental rights into account in EU impact assessments, while national practitioners shared promising examples inspired by the agency’s recent report ’Better legislation – Human rights impact assessments in lawmaking’.
Such training courses contribute to strengthening participants’ understanding of the Charter and its practical use in policy-making and law-making. They provide an opportunity to exchange experiences on how fundamental rights can be considered from an early stage and translated into concrete practice at national level.
