    Die im Jahre 2000 verabschiedete Richtlinie zur Gleichbehandlung ohne Unterschied der Rasse (2000/43/EC) hat wichtige Veränderungen bei den Verfahren zur Bekämpfung der Rassendiskriminierung in der Europäischen Union herbeigeführt. Nur in wenigen EU-Mitgliedstaaten gab es bereits vor der Verabschiedung der Richtlinie detaillierte Rechtsvorschriften und Mechanismen gegen Rassendiskriminierung; die große Mehrzahl musste dagegen erhebliche Verbesserungen vornehmen, um die Auflagen der Richtlinie zu erfüllen.

    La directive sur l’égalité raciale (2000/43/CE), adoptée en 2008, a considérablement modifié l’approche de la lutte contre la discrimination raciale au sein de l’Union européenne (UE). Avant l’adoption de cette directive, seulement une poignée d’États membres de l’UE possédait des lois et mécanismes précis interdisant la discrimination raciale. La plupart des Etats membres ont dû apporter des améliorations considérables pour se conformer à cette directive.

    In order to enhance its work and develop a new strategy on addressing the situation of Roma and Travellers communities, the FRA has consulted in 2008 with a selected number of organisations actively involved in work on Roma and Travellers issues and are familiar with the work already undertaken by the Agency. The Council of Europe, the Organisation for Security and Cooperation in Europe (OSCE), the Decade of Roma Inclusion, the European Commission and the European level organisations representing Roma and Traveller interests and/or engaging on behalf of the Roma and Traveller communities have been included through questionnaire consultation and were invited to take part at the FRA Roma Consultative meeting on 9 July 2008. This FRA Report presents the results of this consultation process.

Der Schwerpunkt liegt auf den nationalen Justizsystemen und Verfahren und Praktiken, über die der Zugang zur Justiz bewerkstelligt wird. Der Bericht identifiziert konkrete Hindernisse, beispielsweise strenge Fristen für die Einreichung von Beschwerden, restriktive Vorschriften in Bezug auf die Klagebefugnis, überhöhte Gerichtskosten und die Komplexität von Gerichtsverfahren.

    This report provides an EU-wide comparative analysis of the effectiveness of access to justice, across the EU Member States. Launched on 23 March at the conference "Protecting victims in the EU: the road ahead" hosted in Budapest by the Hungarian Presidency of the Council of the EU with the support of the FRA, the report emphasises obstacles making it difficult for victims to enforce their rights.

    This report focuses on respondents who identified themselves as Muslims, and is the second in a series of EU-MIDIS ‘Data in Focus' reports exploring different results from the survey. Up to nine ‘Data in Focus' reports are planned. Given the shortage of extensive, objective and comparable data on Muslims in the European Union, EU-MIDIS provides, for the first time, comparable data on how Muslims across the EU experience discrimination and victimisation.

    This report is the first EU-MIDIS ‘Data in Focus' report examining discrimination and victimisation experienced by the Roma. Of all the groups surveyed by the FRA, the Roma emerged as the group most vulnerable to discrimination and crime. The FRA has therefore analysed their situation in a ‘data in focus' report, the first in a series of reports on minority groups and issues covered by the survey.
