Längerfristige Planung, bessere Informationsvermittlung und eine flexiblere Verwaltung würden die lokalen Behörden dabei unterstützen, Geflüchteten aus der Ukraine besseren Zugang zu Wohnraum, Bildung, Beschäftigung und Gesundheitsversorgung in der EU zu verschaffen, heißt es in einem Bericht der Agentur der Europäischen Union für Grundrechte (FRA). Darin wird untersucht, wie die Behörden auf die noch nie dagewesene Aktivierung der EU-Richtlinie über vorübergehenden Schutz reagiert haben. Es werden bewährte Verfahren aufgezeigt und Vorschläge gemacht, wie die Behörden die zahlreichen gemeinsamen Herausforderungen bewältigen können.

The CharterXchange is a forum for legal practitioners and stakeholders to explore current and potential applications of the EU’s Charter of Fundamental Rights and its role in driving positive changes for people’s rights. It will convene annually in December.
FRA took part in the first meeting of the Council of Europe consultation group focusing on children from Ukraine. The meeting focused on applicable law, guardianship, reception and mental health programmes.
In Madrid on 30 November, FRA took part in the European Platform for Roma Inclusion, a regular event organised since 2009.

On 5 December, FRA presented key developments in terms of fundamental rights for asylum seekers and migrants during the plenary meeting of the EU Migration Preparedness and Crisis Blueprint.
On 7 December, FRA took part in a meeting of the European Commission’s Interservice Group on Child Rights. The meeting discussed the Commission’s recommendation on integrated child protection systems, planned for the first quarter 2024.

FRA’s Fundamental Rights Report 2023 reviews major fundamental rights developments in 2022, identifying achievements and areas of concern. It also presents FRA’s opinions on these developments.
FRA took part in a Spanish Presidency of the Council of the EU seminar on women and justice.
FRA presented its work and institutional cooperation on civic space at an internal forum of the European Commission’s NEAR Directorate-General. It also spoke about its work on entry, stay and support in the EU for human rights defenders.
Between 20 and 21 November, FRA joined senior representatives of the nine EU Justice and Home Affairs Agencies in Malta. The Agencies’ representatives took stock of the implementation of the five thematic priorities of the EU Asylum Agency’s 2023 Presidency of the network.
FRA’s presented its work on antisemitism at the International Holocaust Remembrance Alliance Plenary meeting.

FRA will take part in the International Conference on Human Rights of Older Persons 2023. FRA will present the findings of its report on the fundamental rights of older people and ensuring access to digital public services.
The UN Special Representative of the Secretary-General on Violence against Children, Dr Najat Maalla M'jid, visited FRA on 27 November.
FRA contributed to a Spanish Presidency European Migration Network event on ‘Shaping the future of EU legal migration’. Participants discussed tools and challenges of labour migration policies as well as complementary pathways linked to work for people in need of international protection.
Beleidigende Kommentare, Mobbing und Belästigung sowie Aufforderungen zur Gewalt werden durch Tools für die Moderation von Inhalten auf Online-Plattformen häufig nicht erkannt, so ein neuer Bericht der Agentur der Europäischen Union für Grundrechte (FRA). Der Bericht zeigt, dass der Großteil der Hetze im Internet gegen Frauen gerichtet ist, jedoch sind auch Menschen afrikanischer Abstammung, Roma und jüdische Menschen davon betroffen. Der mangelnde Zugang zu den Daten der Plattformen und das fehlende Verständnis dafür, was als Hetze einzustufen ist, behindern die Bemühungen zur Bekämpfung von Hass im Internet. Die FRA fordert mehr Transparenz und Leitlinien, um einen sichereren digitalen Raum für alle zu gewährleisten.
On 28 November, the EU Network of Member States will meet in Brussels. They will discuss the European Commission’s Recommendation on integrated child protection systems and accompanying Staff Working Document that are currently under preparation.
On 23 November, FRA will hold a webinar on findings from its report on fundamental rights of older people. The discussion will centre on the digital skills of older people in Europe.
