Justice and Home Affairs Agencies Network

The Justice and Home Affairs Agencies Network (JHAAN) connects EU agencies working on protecting freedom, security and justice.

Together these agencies contribute to the implementation of EU’s objectives in the field of Justice and Home Affairs. This includes the areas of migration, asylum and external border management, law enforcement and judicial cooperation, the fight against organised crime, illegal drug use, promoting and protecting gender equality, and ensuring respect for fundamental rights.

Nine JHAAN Agencies 

The network includes nine agencies: 

  • European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice (eu-LISA)
  • European Border and Coast Guard Agency (Frontex)
  • European Institute for Gender Equality (EIGE)
  • European Union Agency for Asylum (EUAA)
  • European Union Agency for Fundamental Rights (FRA)
  • European Union Agency for Law Enforcement Cooperation (Europol)
  • European Union Agency for Law Enforcement Training (CEPOL)
  • European Union Drugs Agency (EUDA)
  • European Union’s Judicial Cooperation Unit (Eurojust) 

In 2021, the JHAAN established a rotating trio of presidencies to coordinate the activities of the network, set its agenda and define its priorities. For 2025-2027, the trio consists of FRA, EUDA and EIGE. 

Priorities for 2025-2027 

To ensure continuity, the FRA-EUDA-EIGE trio will follow up on the work conducted by previous presidencies. The overarching priorities for the network for 2025-2027 will be: 

  1. Artificial Intelligence and fundamental rights
  2. European Internal Security Strategy and fundamental rights 

In 2025, FRA will organise workshops on the two thematic priorities. The agency will also host events on the use of gender-based violence data, the EU Charter of Fundamental Rights, planning and foresight.
