The Roma Survey 2020-2021 will collect comparable data in eight selected Member States (Croatia, Czechia, Greece, Hungary, Italy, Portugal, Romania and Spain) and two accession countries (North Macedonia and Serbia). Roma will be asked a wide range of questions about their everyday life, including their socio-economic situation and their experiences of discrimination, harassment and violence – including any racially-motivated incidents.
The European Commission’s Communication from April 2011 tasked the Agency with providing data and background information on progress in the integration of the Roma population in EU Member States. In a 2019 Resolution, the European Parliament stressed the importance of strengthening the post-2020 Strategic EU Framework for National Roma Inclusion Strategies. The Resolution refers to the Agency’s survey data. Data will serve as a baseline for the post-2020 EU Roma inclusion agenda. It will help populate relevant outcome indicators of the respective monitoring framework and will guide policy makers in developing more targeted legal and policy responses.
The design of the survey is based on earlier FRA Roma surveys - EU-MIDIS II, Roma and Travellers Survey, Roma Survey 2011, and uses FRA’s extensive experience of surveying ‘hard-to-reach’ populations. The survey will be implemented by Kantar Belgium in consultation with Roma communities and national organisations. Interviews will be conducted face-to-face, with trained interviewers using a computerised questionnaire. Only people who self-identify as Roma and normally reside in the survey country will be surveyed. The main-stage fieldwork is planned for early 2021 with the first results in mid-2021. The survey closely cooperates with national Roma data collection approaches in Bulgaria, Slovakia, Czechia and North Macedonia.
