Accurately measuring violence against women is important to help governments prioritise the issue and create policies that work.

But measuring it is difficult. This will be the focus of a panel debate at the OECD conference in Paris on ending violence against women.

The event runs from 5 to 6 February. FRA will speak about its experiences from its survey. The panel will explore how survey-based estimates may underestimate the extent of the problem, as many victims are reluctant to disclose abuse.

It will also point to the problem of under-reporting. This occurs because victims often fear further violence and mistrust the criminal justice system to provide adequate protection.
