    Le Forum des droits fondamentaux 2016 s’est réuni à Vienne du 20 au 23 juin 2016. Intitulé « Droits, respect, réalité :
    l'Europe des valeurs dans le monde d'aujourd'hui », il
    abordait les défis urgents de l’Union européenne en
    matière de droits fondamentaux. Les participants ont
    également échangé des pratiques encourageantes
    visant à mieux protéger et promouvoir les droits de
    l’homme et les droits fondamentaux en Europe. La déclaration du Président s’inspire de l’esprit du Forum et
    d’un grand nombre de suggestions émises à cette occasion.

    Le « Rapport sur les droits fondamentaux 2016 » de la FRA résume et analyse
    les principales évolutions, et présente les avis de la FRA, dans le domaine
    des droits fondamentaux dans l’UE entre janvier et décembre 2015. Le rapport,
    qui relève à la fois les progrès réalisés et les obstacles persistants, donne un
    aperçu des principales questions qui influencent les débats en matière de droits
    fondamentaux dans l’UE.

    ergriffen und durchgeführt. Der von der FRA vorgelegte Grundrechte-
    Bericht 2016 bietet eine Zusammenfassung und Analyse der wichtigsten
    einschlägigen Entwicklungen, wobei sowohl die erzielten Fortschritte als
    auch die nach wie vor bestehenden Hindernisse beleuchtet werden. Darüber
    hinaus äußert sich die FRA in dieser Veröffentlichung zu den wichtigsten
    Entwicklungen in den genannten Themenbereichen und gibt einen
    Überblick über die ihren Stellungnahmen zugrunde liegenden Evidenzdaten.
    Insgesamt bietet diese Veröffentlichung einen knappen, aber informativen
    Überblick über die größten Herausforderungen, mit denen die EU und ihre
    Mitgliedstaaten im Bereich der Grundrechte konfrontiert sind.

    main developments in the thematic areas covered and a synopsis of the
    evidence supporting these opinions. In so doing, it provides a compact but
    informative overview of the main fundamental rights challenges confronting
    the EU and its Member States.

    Hate crime is the most severe expression of discrimination, and a core fundamental rights abuse. Various initiatives target such crime, but most hate crime across the EU remains unreported and unprosecuted, leaving victims without redress. To counter this trend, it is essential for Member States to improve access to justice for victims. Drawing on interviews with representatives from criminal courts, public prosecutors’ offices, the police, and NGOs involved in supporting hate crime victims, this report sheds light on the diverse hurdles that impede victims’ access to justice and the proper recording of hate crime.
