The new ‘Guidance for independent national monitoring frameworks’ provides detailed information on how to develop and use indicators to measure progress in implementing the Convention.
It shows what to monitor, how to do it and how to fill data gaps. It also provides examples of existing practices to inspire other countries.
All EU countries and the EU itself ratified the Convention.
The Convention is the first binding international human rights instrument to specifically address disability. It aims to promote, protect and ensure the rights of everyone with a disability.
As part of this, each country that ratifies the Convention agrees to set up bodies to monitor how the rights of people with disabilities are being respected and promoted in that country.
FRA helps monitor the Convention’s implementation at the EU level. It does this alongside the European Parliament, European Ombudsman and the European Disability Forum in the EU CRPD Framework.
