Negotiated procedure
The European Union Agency for Fundamental Rights (FRA) is looking to contract the provision of international courier services. The scope of the services to be covered by the contract encompasses all aspects of international courier services.

Candidates must be able to meet the following minimum selection criteria:

Economic and financial capacity

  • Minimum annual average turnover of 50,000.00 EUR for the last two financial years.

Technical and professional capacity

  • Provision of similar services, in the past three years, to at least two clients of an amount/nature or scope similar to the services to be carried out under this contract

No documents proving the fulfillment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
